Top 8 Best ELD Devices for Small Fleets (2026)
Prices, terms and registration details here were checked October 2026 against the official provider and FMCSA pages listed under Sources. If a provider doesn't publish a price, we say so instead of guessing.
Running a small fleet puts you in an awkward spot when it comes to ELDs. You've outgrown the "just give me a logbook" stage. You want to see where your trucks are, pull IFTA miles without a calculator, and fix log problems before an audit finds them. But a lot of the bigger platforms are built and priced for fleets with hundreds of trucks and a full time safety manager, and their contracts show it.
So we ranked eight FMCSA registered ELDs specifically for fleets of about 2 to 20 trucks. We weighted published pricing and fair terms heavily, because when you're small, a bad contract hurts more.
How We Ranked Them
- Price transparency: providers that publish prices ranked above quote only ones, because you can plan around a real number.
- Terms: month to month or short terms ranked above multi year commitments.
- Fleet tools: a manager dashboard, GPS, IFTA mileage and DVIRs.
- Room to grow: dash cams, integrations and higher tiers you can move into.
- Registered: every pick is on the FMCSA registered ELD list as of October 2026.
We didn't road test these devices. Everything here comes from the providers' official pages and FMCSA.

The 8 Best ELDs for Small Fleets
1. HOS247: Best Overall Value
HOS247 hits the sweet spot for most small fleets. It publishes three tiers: ELD Compliance at $19, ELD Track at $22 and ELD Plus at $25 per vehicle per month. Track adds a fleet manager portal, and Plus adds ELD based vehicle tracking and IFTA reporting. The device is free with annual payment, or $79 otherwise, and HOS247 says there are no contracts.
For a small fleet, ELD Track or ELD Plus is the one to look at. You get the dashboard you need to manage logs across trucks, and Plus handles IFTA mileage, which saves real time every quarter.
Watch out for: the free device requires annual payment. If you're adding trucks one at a time, monthly billing plus $79 per device might make more sense at first.
FMCSA ID: 247HOS
2. Matrack ELD: Best for GPS and IFTA on a Budget
Matrack lists Basic at $19.95 and Premium at $24.95 per truck per month, with no long term contract and no setup fees. Hardware is free on annual plans, and its connectors cover 9 pin, 6 pin and OBD II ports, which helps if you run a mix of heavy and lighter trucks.
Premium adds GPS tracking, IFTA reporting and geofences. If you've got a few trucks and want to see them on a map without paying platform prices, it's a strong pick.
Watch out for: ask what hardware costs on monthly billing.
FMCSA ID: LOG247
3. Motive: Best All in One Platform
If you want one system for logs, GPS, dash cams and more, Motive is the most complete option on this list for a small fleet. Its ELD supports 9 pin, 6 pin and OBD II cables, a harness for 2013 and newer Mack and Volvo, team driving for up to 9 co drivers, offline logging, oilfield waiting time and Canadian rules.
The trade off is the contract. Motive doesn't publish prices. Its terms put the term length in your order form, renew for 12 months unless you give 30 days' notice, and charge the rest of the term if you cancel early. Card payments can add up to 2.99%.
Good fit: small fleets that are growing, want cameras, and are fine committing to a term.

4. Blue Ink Tech: Best Simple Pricing
Blue Ink's BIT ELD is $40 a month or $400 a year with the ELD included, and Blue Ink says there's no contract. Here's why it matters for small fleets: hardware is free on monthly plans once you have 5 or more trucks. That makes monthly billing painless as you grow.
Blue Ink also offers the BIT ELD Dashcam, a combined ELD and camera device registered as B1TCAM, if you want video later.
Watch out for: it's the highest published monthly price on this list. You're paying for simplicity, not the lowest bill.
5. Verizon Connect: Best for Mixed Fleets
If your fleet is a mix of tractors, box trucks and service vans, Verizon Connect is worth a quote. It pairs its ELD app (which runs on drivers' phones or tablets) with GPS fleet tracking and a wide range of cameras: forward, dual, side, rear and cargo. It lists 90 days of cloud storage for footage. The cameras require its Reveal or Fleet platform.
Watch out for: pricing is quote only, and the platform cost sits on top of cameras.
6. Lytx: Best for Video First Safety
If safety video is what you really want and the ELD is secondary, Lytx is built for that. LytxOne combines DriveCam video, telematics, DVIR, IFTA and ELD, and Lytx says the ELD can be added month by month.
Watch out for: we couldn't confirm the minimum term on the base platform. Ask before you sign.
7. Samsara: Best for Fleets Ready to Commit
Samsara has a lot to like: a gateway with a WiFi hotspot, a free Driver App, automatic rulesets, AI log annotations and more than 200 integrations. It's a genuinely strong platform.
Why's it ranked seventh for small fleets? Samsara's help center says customers with fewer than 11 vehicles (or fewer than 31 pieces of equipment) sign a 3 year contract paid up front, with a 30 day return period. That's a big check for a small fleet. If you're confident and the cash is there, it can work. If not, start elsewhere.
See how it stacks up in Motive vs Samsara.
8. Garmin eLog: Best for Spare Trucks
Garmin eLog is $249.99 with no subscription fees. It's not a fleet management tool, so we wouldn't run a whole small fleet on it. But it's handy for a spare truck, a seasonal truck or an owner operator you contract with who needs logs without a monthly bill.
Picking by Fleet Size
2 to 5 Trucks
Keep it simple and flexible. HOS247 ELD Track or Matrack Basic gives you a dashboard and compliant logs without a contract. If you want GPS and IFTA, step up to HOS247 ELD Plus or Matrack Premium. Expect roughly $22 to $25 per truck per month at published prices.
6 to 10 Trucks
This is where dash cams usually start to come up, often after the first claim. Blue Ink gets more attractive here because hardware is free on monthly plans at 5+ trucks. If you want cameras and a single platform, get a Motive quote. Stay under 11 trucks and Samsara's 3 year prepay still applies.
11 to 20 Trucks
You've got more negotiating power now. Get quotes from Motive, Samsara and Verizon Connect, and compare them against HOS247 or Matrack at published prices. If the platform quote is much higher, figure out exactly what extra you're getting for it.
What a Year Costs at 5 and 10 Trucks
Here's simple year one math at published list prices, before tax, cameras or add ons. Annual billing is used where it makes hardware free.
| Plan | 5 trucks, year one | 10 trucks, year one |
|---|---|---|
| HOS247 ELD Track (annual) | $1,320 | $2,640 |
| Matrack Premium (annual) | $1,497 | $2,994 |
| HOS247 ELD Plus (annual) | $1,500 | $3,000 |
| Blue Ink BIT ELD (annual) | $2,000 | $4,000 |
| Blue Ink BIT ELD (monthly, hardware free at 5+) | $2,400 | $4,800 |
| Motive, Samsara, Verizon Connect, Lytx | Quote only; compare your full term total | |
When your platform quotes come in, put them through the same math. If a platform costs twice as much as HOS247 or Matrack, list exactly what you get for the difference, like cameras, integrations or support, and decide if it's worth it to you.
Getting Drivers on Board
In a small fleet, every driver counts, and losing one over a frustrating app hurts. A few things that help:
- Let drivers try it first. Ask for demo logins and let two drivers test the apps you're considering.
- Explain the why. ELDs are the law, but GPS and cameras aren't. Tell drivers what you'll use location and video for, and what you won't.
- Respect the edit rules. Office staff can suggest edits, but drivers approve them. Never pressure a driver to accept an edit.
- Fix phone problems. If a driver's phone is too old for the app, buy a tablet instead of making them fight it.
- Ask for feedback after a month. Drivers will tell you what's slowing them down.
Questions to Ask Every Provider
- What's the total cost for my truck count over the full term, in writing?
- Is hardware free, and if so, under what payment plan?
- Is there a contract, auto renewal, or early termination fee?
- What happens to my price if I add or remove trucks?
- Which features are in the plan you're quoting, and which cost extra?
- What are support hours, and can drivers call directly?
- How do I export my data if I leave?
Features Small Fleets Actually Need
Must Haves
- A manager dashboard that shows every driver's hours and violations
- Unidentified driving tools, since you must review those records under 395.32
- Electronic DVIRs
- Roadside transfer that drivers can do without calling you
- Six months of record retention and backups
Nice to Haves
- Live GPS tracking for dispatch and customer ETAs
- IFTA mileage by state
- Maintenance reminders
- Dash cams
Probably Skip for Now
- Advanced analytics and scorecards you won't have time to read
- Integrations with software you don't use yet
Pricing Traps for Small Fleets
- Free hardware with strings. Often it requires annual payment or a contract.
- Multi year terms. If your fleet shrinks, you still pay. Samsara's small business setup and Motive's full term balance on early exit are the examples here.
- Auto renewals. Motive's terms renew for 12 months unless you give 30 days' notice.
- Card fees. Up to 2.99% at Motive.
- Per camera fees. Cameras are usually billed on top of the ELD.

Rolling Out ELDs Across a Small Fleet
You probably don't have an IT department, so keep the rollout simple:
- Make a truck list with year, make, model, VIN and port type for each truck. Send it to the provider so you get the right cables.
- Start with one truck and one driver who doesn't mind new tech. Run it for a week.
- Write a one page cheat sheet from that driver's questions: how to log in, change status, do a DVIR, and transfer logs at roadside.
- Roll out the rest in groups of two or three trucks.
- Check the dashboard daily for the first month, especially unidentified driving and missing certifications.
- Stock every cab with the user manual, transfer instructions, malfunction instructions and 8 days of blank logs.
Small Fleet Compliance Habits
The ELD does the logging, but the habits around it are what keep you clean in an audit. Here's a simple routine that works for most small fleets:
Daily
- Check for unassigned driving and get it assigned or annotated.
- Look for drivers close to their limits and plan loads around them.
- Review any DVIR defects and get them fixed before the next trip.
Weekly
- Make sure every driver certified every day's log.
- Review any HOS violations and talk to the driver about what happened.
Quarterly
- Pull IFTA mileage for your fuel tax return.
- Check that every cab still has the user manual, transfer and malfunction instructions, and blank logs.
- Confirm your device is still on the FMCSA registered list.
It takes maybe 15 minutes a day once it's a habit, and it's a lot cheaper than cleaning up six months of problems at once.
When to Upgrade
A lot of small fleets start on a budget ELD and move to a platform later. Signs it might be time:
- You've had a claim where video would've saved you
- You're spending hours each week pulling data out of the ELD into other tools
- Your insurer or a big shipper asks about your safety program
- You're past 20 trucks and the per truck savings of a platform deal add up
If you're on a no contract ELD, upgrading is easy. That's one more reason to start flexible. See our no contract ELD picks.
Bottom Line
For most small fleets, we'd start with HOS247 or Matrack. They publish their prices, don't lock you in, and give you the fleet tools you actually need. If you want an all in one platform with cameras and you're fine with a term, get a Motive quote. If video safety comes first, talk to Lytx or Verizon Connect. And if you go with Samsara at under 11 trucks, go in knowing it's three years paid up front. Before you decide, run through our ELD buying checklist.
Frequently Asked Questions
What is the best ELD for a small fleet?
For published pricing and no contract, HOS247 and Matrack lead our list. For an all in one platform with cameras, get a quote from Motive.
Is Samsara good for small fleets?
It's a strong platform, but fleets under 11 vehicles have to pay for a 3 year contract up front, according to Samsara's help center.
How much do ELDs cost for a small fleet?
Published plans in October 2026 ran from $19 to $40 per vehicle per month. Quote only platforms vary.
Do small fleets need GPS tracking?
Not for compliance. ELDs record location at set intervals, but live GPS is optional. Many small fleets find it worth it for dispatch.
Can I mix ELD providers in one fleet?
You can, but it makes managing logs harder. Most fleets stick with one provider.
Do I need a dash cam for my small fleet?
No, cameras aren't required. Many fleets add them after a claim. See our dash cam ELD roundup.
Should a small fleet pay monthly or annually?
Annual billing usually saves money and can make hardware free with HOS247 and Matrack. Monthly makes sense while you're testing a provider or adding trucks often.
What is the cheapest ELD for a small fleet with GPS?
At published prices, Matrack Premium at $24.95 and HOS247 ELD Plus at $25 per truck per month both include tracking and IFTA reporting.
