Top 4 Cheapest FMCSA Registered ELDs (2026)
Prices, terms and registration details here were checked October 2026 against the official provider and FMCSA pages listed under Sources. If a provider doesn't publish a price, we say so instead of guessing.
If you're an owner operator or run a couple of trucks, you don't need a fancy platform. You need compliant logs that work every day, an app that doesn't fight you, and a bill you can live with. That's what this list is for.
We only included ELDs that meet two rules: they're on the FMCSA registered list, and the provider publishes its price. If we had to guess at a price, it didn't make the list. That's why you won't see Motive or Samsara here. They might be great, but they're quote only.
The Cheapest ELDs at a Glance
| Rank | ELD | Price | 3 year cost, 1 truck | FMCSA ID |
|---|---|---|---|---|
| 1 | Garmin eLog | $249.99 one time, no subscription | $249.99 | GE1I01 |
| 2 | HOS247 | From $19/vehicle/month | $684 (annual billing) | 247HOS |

| 4 | Blue Ink Tech BIT ELD | $40/month or $400/year | $1,200 (annual billing) | BITELD |
Three year costs are list price math with no add ons or taxes. Prices were checked October 2026 and can change.
How We Picked
- Registered: the device ID is on the FMCSA registered ELD list.
- Published price: the provider shows its price on its own site.
- Total cost: we ranked on what you'd actually pay over time, not just the monthly number.
- Fair terms: every pick says no contract, no subscription or no long term contract.
We didn't road test these devices. Everything here comes from the providers' own pages and FMCSA.
The 4 Cheapest Registered ELDs
1. Garmin eLog: Cheapest Over Time
Garmin eLog costs $249.99 and Garmin says there are no subscription fees. You buy it once and you're done. Over a year it costs about the same as a monthly plan, but in year two and three it's basically free.
Why it's cheap: no monthly bill, ever.
The catch: it's a logbook, not a fleet system. Don't expect a live GPS map for dispatch, fleet wide dashboards or IFTA tools in the same way the subscription providers offer them. You also pay the full $249.99 up front.
Best for: owner operators who just need compliant logs, and trucks that only need ELDs part of the time.
2. HOS247: Cheapest Monthly With Room to Grow
HOS247's ELD Compliance plan is $19 per vehicle per month. The device is free if you pay annually, or $79 if you pay monthly. HOS247 says there are no contracts.
What we like is the upgrade path. If you add trucks later, ELD Track at $22 adds a fleet manager portal, and ELD Plus at $25 adds ELD based vehicle tracking and IFTA reporting. You can start cheap and pay for more only when you need it.
The catch: the free device requires annual payment. If you go monthly, factor in the $79 device fee.
Best for: owner operators and small fleets that want a low monthly cost and might grow.
3. Matrack ELD: Low Cost With Fleet Tools
Matrack's Basic plan is $19.95 per truck per month and Premium is $24.95. Matrack says there's no long term contract and no setup fees, and hardware is free on annual plans. Its connectors cover 9 pin, 6 pin and OBD II ports.
Premium is where Matrack stands out for the price. It adds GPS tracking, IFTA, geofences and API access, which is a lot of tool for under $25 a truck.
The catch: like HOS247, the best hardware deal comes with annual billing.
Best for: small fleets that want GPS and IFTA without paying platform prices.
4. Blue Ink Tech BIT ELD: Simple Flat Price
Blue Ink's BIT ELD is $40 per month or $400 per year, with the ELD included. Hardware is free on monthly plans for fleets of 5 or more, and Blue Ink says there's no contract. It also sells a BIT ELD Dashcam if you want video later.
The catch: it's the priciest of the four. You're paying more for simplicity and support, not for a lower bill.
Best for: drivers who'd rather pay one flat price and not think about tiers.
Monthly vs Annual: What Changes
| ELD | Paying monthly | Paying annually |
|---|---|---|
| Garmin eLog | No subscription either way; $249.99 one time | |
| HOS247 Compliance | $19/month plus $79 device | $228/year, device free |
| Matrack Basic | $19.95/month; ask about hardware | $239.40/year, hardware free |
| Blue Ink BIT ELD | $40/month ($480/year); hardware free for 5+ trucks | $400/year |
Annual billing saves money on all three subscription options. The downside is that you're paying for a year up front, so if the provider doesn't work out, you've already spent the money. A good middle ground is to start monthly on one truck, run it for a month or two, then switch to annual once you're sure.
What You Give Up With a Budget ELD
Cheap ELDs keep you legal, but they aren't built to do everything. Here's what you might be missing compared with platform ELDs:
- AI dash cams. The big platforms bundle cameras with coaching and alerts. Budget options either don't have them or sell them separately.
- Deep integrations. If you run a TMS, payroll or maintenance software, platforms usually connect to more of them.
- Advanced reporting. Fuel use, idling, driver scorecards and similar reports are thinner on budget plans.
- Dedicated account managers. Budget providers rely more on general support lines.
If you're a one or two truck operation, you probably won't miss most of that. If you're growing past ten trucks, it's worth getting a few platform quotes to compare.
Installing a Budget ELD Yourself
All four of these are designed to be installed by the driver. Here's the basic process:
- Check your truck's diagnostic port. Most heavy trucks have a 9 pin port, some older ones have 6 pin, and lighter trucks often have OBD II. Order the matching cable.
- Download the provider's app and create your account before the device arrives.
- Plug the device into the port with the truck off, then start the truck.
- Pair the device with your phone in the app.
- Do a short test drive and make sure the app switches to driving on its own.
- Practice a roadside data transfer and print or save the instruction sheets for the cab.
The whole thing usually takes less time than a pre trip inspection. If the device won't connect, check the cable and port before calling support. That fixes most problems.

Cheap ELDs to Be Careful With
Search for "cheap ELD" and you'll find devices for less than any of these. Some are fine. Some are a problem waiting to happen. Before you buy any low cost ELD:
- Find it on the FMCSA list yourself. Don't trust a badge on the website. Search the registered ELD list for the exact name and ID.
- Check the revoked list too. FMCSA removed five devices in August 2026 and gave carriers until October 6 to replace them. Buying a revoked device means buying twice.
- Look for a real published price. If the only prices you can find are in customer reviews or testimonials, ask for it in writing.
- Ask about support. A cheap ELD with no one to call when it breaks at a weigh station isn't a bargain.
Ways to Pay Even Less
- Pay annually to get free hardware, if you're confident in the provider.
- Use your own phone instead of buying a tablet.
- Start on the lowest tier and upgrade only when you need more.
- Check whether you need an ELD at all. Our ELD exemptions guide covers who doesn't.
Bottom Line
For a single truck, Garmin eLog is the cheapest over time. For the lowest monthly bill with room to grow, HOS247 is hard to beat. Matrack gives the most fleet tools for the money, and Blue Ink keeps things simple with a flat rate. All four are registered and publish their prices, which already puts them ahead of a lot of the market. For a deeper look at what goes into the bill, read our ELD cost guide.
